Climate Action: California coalition urges state action in response to new federal administration
In 2017 when the 45th President of the United States withdrew the U.S. from the Paris Agreement / Paris Climate Accord, the City of Monterey’s Mayor Clyde Roberson responded: “We have our own Paris Accord!” Local and state governments have control over many policy areas impacting climate change.

The same president, now POTUS 47, again withdrew the U.S. from the Paris Agreement. (POTUS 46 had restored the U.S. as a partner in the agreement.)
Among those responding on a state level to POTUS 47’s climate-related policies are representatives from 68 California environmental, health, and housing advocacy groups, including active transportation advocates, who addressed the California Transportation Commission (CTC), California Department of Transportation (Caltrans), California Air Resources Board (CARB), and California Department of Housing & Community Development (HCD) on January 21, 2025 in the letter below.
The letter urges more funds for active transportation, public transit, and affordable infill housing instead of highway expansions, stating in part: “In the next four years of the [POTUS 47] Administration, our state’s ability to regulate electric vehicle and truck technology may be greatly diminished and necessitate that we make even more progress in reducing driving to achieve our climate goals, a policy area that is entirely within state and local government control.”
