New entry fees for people who bike or walk are among fee increases at Monterey County Parks effective January 10, 2019, including at Jacks Peak (where you can bike paved roads, but not trails), Toro Park, Laguna Seca, and other county parks: http://www.co.monterey.ca.us/government/departments-i-z/resource-management-agency-rma-/parks/rates-reservations
