Devine’s story refers to Monterey Bay Lightfighters Composite, one of three Monterey County high school teams that are National Interscholastic Cycling Association (NICA) teams. As mentioned elsewhere on the Bicycling Monterey website, Lightfighters is open to high school students from Monterey County whose own school doesn’t have a team.
